All this data collection by mega-government operations, presupposes that they are able to "manage;"  that is, that they know how to build and maintain a Society or a culture, and unfortunately the sociopathic minds of these mega-government types are not able to manage flushing a toilet, much less the intracies of cultures, as evidenced by the catastrophe they refer to as "civilization."
